That error means that the current web application doesn't have a configured Outbound Mail Service.

There are two way to resolve the issue.

Configure the email setting in you SharePoint. Please check the article to know hot do it.
You can use the "Set Smpt server settings" activity before the "Send email"to specify SMPT server which will be used by email activities.
