Virto Apps do not appear in Apps you can add section :

To fix this issue you should be SharePoint Tenant administrator.

Open SharePoint Admin Center, go to Apps (Classic features)

Go to Purchase Apps and find required app:

If you see such RENEW button press on it and follow license renew process.

That is all.
